I have a rat infestation in my garden

There are a number of burrowed holes within my garden under the decking along planning areas and through the boundary fence which also follows into my neighbours garden. These burrows grown in numbers over the past two months and we have seen an adult and baby rat come through the rear boundary between our fence and the council's wall which is unstable. I have appointed a private contractor to carry out Pest Control which is now in progress within my garden. They have advised me to log this complaint because the problem will not be resolved until the waste land is cleared as the rats will keep coming back. I have a been issued a Risk Assessment & Services Report from the Private Pest Controller detailing their findings. Can you please help with this situation as I am seriously concerned that these rats will enter my home before long and cause significant damage to my property. I am unable to use my garden as it is unsafe for our dog and our Grand Children to play in with the risk of disease from the rats.
