Pedestrians forced in road by AA sign on pavement

The AA sign and cone make it impossible for pedestrians to walk on the pavement. There is no pavement on the other side of the road so why on earth was this sign put there? Even if the cone was removed anyone in a wheelchair or with a pushchair would be forced to walk in the road. This sign needs removing now and alternative signage used.
