The A4320 St Philips Causeway no pedestrian signage

The A4320 St Philips Causeway has no pavement for pedestrian use yet frequently as a cyclist I have to move from the segregated cycle lane into the fast-moving traffic of the dual carriageway to avoid men (I have not yet seen a single woman do this) who choose to disregard the lack of pavement and use the cycle lane as a pavement. Usually, it is only one pedestrian but sometimes multiple walking side by side. There are no signs that I have noticed warning people not to walk across the bridge. I think it would be prudent to add a sign and maybe even a map/arrows showing the nearest pedestrian route. I think a big part of the problem is that there is no nearby pedestrian route that closely matches the causeway and an alternative bridge for pedestrians would also help.
