Road sign is missing fixing bracket at the back (middle)

The road sign at the end of Exmouth Road, joining Daventry Road advising of humps in the next road has three rear sections for attaching it to the two poles. When the wind blows the middle of the sign doesn't have a secure fixing and rattles as it does not seem to be pulled tight to the poles. This could be stopped either with two middle fixings or something placed between the sign and the poles to stop the rattling/banging, rubber perhaps. The sign bounces when the wind picks up and hits the poles and this has been causing a nuisance during sleep hours as the noise is intermittent and changes in volume. This issue has been present for some time, but with the warm weather, windows open and changing weather the sign can either make no noise or it can be very loud like last night(28/06/20, the additional sound could easily be stopped.
