Covid Walkways being amended for parked cars

The new Covid extensions to the footpaths are getting smaller and smaller as people and workmen push the barriers that have been placed there, to be able to park their cars, even though the parking bays have been suspended. I've even seen people move the barriers and park their vehicles within the barriers to give them a personal private parking space. This has been ongoing for weeks. I understood that for the barriers to be chapter 8 compliant they should also be water filled to prevent this happening and preventing movement into the carriageway. Please can this be investigated and either remove the barriers and reinstate the parking bays or to provide a better solution to stop the barriers being moved. This is an issue on both sides and along the length of North Street. Many thanks
