Damaged Telecom Cabinet

I have been asking for this Telecom cabinet to be fixed for some time. My most recent enquiry was just updated as ‘closed’, yet all that’s happened is a white arrow has been painted on the pavement! In no way has this matter been dealt with. This Telecom cabinet is unsightly, and with exposed cabling, possibly hazardous.
