Parking on double yellow lines on a regular basis

This problem is ongoing and has not been resolved - it is a real problem for local residents....Every day for months multiple cars have been mounting the pavement and parking over the double yellow lines along Stapleton Road (between Berwick Road and St Mark's Road, opposite the shops), either with occupants waiting inside them, or whilst their owners go shopping on the opposite side of the road (where designated parking already exists). Frequently occupants open the car doors across the pavement and congregate around the cars on the pavement side, causing obstruction to pedestrians walking, and in particular not leaving a space wide enough for a pushchair or wheelchair to pass on the pavement. A user of either would have to cross into the road to get past the cars. In addition the parking of cars on this side of the road also partially obstructs a traffic lane, and disrupts the flow the two-way traffic on this busy road. Could the council consider erecting some railings to deter parking here, or enforce penalties for parking on the double yellow lines. This is a real safety issue and is also causing disputes between pedestrians and motorists.
