No skateboard sign

This route is clearly signed as a walking and cycling route, and a diversion from the harbourside path that avoids steps. So why are there signs saying that skateboarding is prohibited? The walking and cycling signs look like they have been erected by the council, but the various 'No Skateboarding' signs look like they may have been erected by the company managing nearby residential property.
