Lane closure causing long tailbacks/knock-on effects/gridlock

Fishponds was in gridlock in yesterday evenings rush hour and this morning. Traffic was queueing inbound on Fishponds Road from the Cross Hands, Manor Road and Blackberry Hill was one long queue, and Frenchay Park Road and Bell Hill were queueing in both directions. The specific cause (apart from the recent restrictions introduced by GBBN) is roadworks at the junction of Broom Hill and Frenchay Park Road (possibly Water Board related). Three-way traffic lights have been set up at the mini-roundabout. At 4.30 yesterday afternoon when I finally got to the roundabout I discovered that the workmen had blocked the Fishponds-bound lane on Broom Hill, set up the temporary lights, and gone home! Traffic was appauling this morning and it was left to one of the drivers on Blackberry Hill to report the problems. Is it within your brief to: 1.Complain to the utility concerned, and find out why the public had not been warned either in advance or in radio/TV traffic bulletins? 2.Find out how long the road works will be there? 3.Arrange for the utility concerned, and presumably the council to warn the public either in advance or in radio/TV traffic bulletins if the roadworks are still going to be there this evening?
