Signs directing public traffic via a private road

Three "River Gateway" signs have been attached to existing signposts: one on Brunel Way, a second at the entrance to Paxton Drive, and a third within Paxton Drive.

Paxton Drive is a private road; it is not a public road or adopted by Bristol CC. A sign at the entrance clearly states "residents parking & access only".

Furthermore the design intention of the the new access road to 'River Gateway' was such that exiting from Paxton Drive to 'River Gateway' would be prevented (see drawing S278_FINISHES_AND_KERBS-3198136 from Planning Application 20/01655/F). However the central kerb does not comply with the Planning Application, a matter I am taking up with the Planning Dept.

Did Bristol City Council erect or authorise these signs?
