Neighbour is using his garden as a rubbish tip. He arrives with van loads of stuff (which he collects from other people) and the dumps it in the garden. This includes stored petrol and tyres(during hot weather these have led to fumes. We also have rats. Sometimes people he knows leave things outside for him eg cookers etc. usually metal items or car related
