Abandoned car parked fully on curb for 8 weeks

The car has been abandoned now for some time preventing access outside of my house and also for anyone wanting to walk on the pavement. Old lady had to walk in the road the other day and was narrowly missed. Unable to check car MOT or insurance history due to foreign plates
