Illegal Traffic Cones?

Several shabby traffic cones have been placed in Stoke Park Road. Are they legal, or are they just an amateurish attempt by local residents to prevent parking. The location is not listed on BCC’s Temporary TRO website (www.bristol.gov.uk/streets-travel/road-closures-for-temporary-works-ttro), so one can only assume that they have no legal standing and should be removed. Is this a job for the Police or Bristol City Council?
