Road covered in gravel

There was nothing wrong with the road before this weekend, but now it has been covered in a wet black liquid (oil/tar?) and then covered in gravel, but now the gravel is everywhere. The tar is getting into people's shoes and coming in onto the carpets. The gravel contains lots of dust which is getting into people's eyes. Could someone please come to sweep it away or remove it. The kids go back to school (St Peter's Primary) on Monday so it could be dangerous if it is not corrected before then. I cycle, but the movement of cars has pushed the gravel into piles at the side of the road, so cyclists have to cycle in the middle of the road. This is the worst damage to the area in at least a decade and this "surface dressing" needs to be removed before the end of the weekend as it is highly dangerous. Thanks for your help.
