Build up of stagnant dirty water on one property - running to other properties

Hello, there is a build up of stagnant water collecting at 65 Shortwood Road which has now flowed onto 67 Shortwood Road. It is unlikely to be a build up of rainwater as it hasn't rained much lately and this has not occurred previously in the last 18 months. There is possibly a burst/damaged pipe somewhere. It looks very dirty - possibility that it could be damage in a sewer pipe. 63 & 65 do not have any drainage outside, although it is only 65 that has this problem. Please can someone from the environmental department or drainage come and take a look at it, there is a risk of attracting rats & there is some wildlife now living in the water.
