Missing handrail over fast flowing water

Fishponds Brook which flows into the River Frome at the back of Thingwall Park Allotments had pretty much dried up over the past couple of months.

Yesterday (11th May) afternoon there was a continued torrent of foul smelling water which I reported to Wessex Water. The water was flowing really quickly under the small wooden bridge in the photo.

I noticed the handrail was missing and that there is a lower part of the rail which is now a trip hazard.

My worry is if small children trip and fall into the torrent they'll drown - if it's dry they're likely to crack their head open on the rocks :/
