Feeding of seagulls and rats

People are throwing bread onto garage roofs on the alleyway between Glenfrome Road and Heath Road. This has been going on for some time. It is attracting seagulls and rats. May I suggest Public Space Protection Orders stopping people from feeding seagulls with a £80 fine if they do?
