Either a water or sewer cover rocking

The cover to either water or sewer is rocking when cars drive over it. It is on the left hand side of the road as you look up hill on snowdon Road. It is situated in the middle of the lane opposite 22 and 9 snowdon Road. This has been getting progressively worse for the last month. Its more noticeable now due to the windows been open more frequently.
