Surface water on Clifton Down everytime it rains

Every time I come up Bridge Valley Road when it is, or recently has been, raining there is enough water coming off the down the flow across the road. As far as I can see there is no drain. Whilst it is negotiable by day, it is a hazard after dark unless you are a local.
