'peletons' of cyclists endangering pedestrians & cyclists

In the mornings (around 8 till 8:45 every morning) there are groups of cyclists racing down the railway path at well over 25 mph. A this point in Rose Hill the path twists left and right.. However few of these groups of fast cyclists slow down instead they use it as a chance to overtake! Fast cyclist 2 and three abreast terrify other cyclists and pedestrians. Will probably run down a dog walker one morning.

Can we have well signposted speed humps coming down hill to this point please or a barrier chicane to slow them
