Abandoned unroadworthy car causing access issues

This vehicle has been abandoned for months. The DVLA have confirmed that it has no tax and no MOT. It makes access very difficult as it's on a blind bend on a road where children often play. The owner has been written to on many occasions but has not responded to requests for the vehicle to be removed.
