Uncertain of the status of a road as a public right of way

Sent to Bristol City Council 3 minutes later. FixMyStreet ref: 1111421.

I'm writing to enquire if there is a public right of way across the M32 overpass between Stoke park and Elm Tree farm.

The farm itself is gated with no access signs. A helpful person at the farm redirected me to go to the paddock via the nearby street Long Meddow. However, when I went to the site as suggested I found that it was inaccessible and surrounded by a large concrete perimeter fence. I've attached 2 photos of the fencing surrounding this route suggested by the farm show on the google satellite map attached.

1) Is the intended crossing marked on the map below OS grid ref:ST 61560 76529 a public right of way?

2) If yes from which route, through the farm or by the fenced-off section parallel to the M32?

3) If yes, it appears to be blocked/has fallen into disrepair

There is a crossing further down at Barkelys Hill, It just seemed strange to me that the path from stokes park ends so abruptly at Long Meadow when there is a footbridge marked on the map. It's possible the bridge was only ever intended for farm use only.
