Cars continually parking on pavement

Over recent weeks several different cars are parking almost totally on the pavement on the southern side of The Crescent right up to the hedge with only the wheels on one side of the vehicle on the road itself. This totally blocks the pavement for pedestrians forcing them onto the road, and also significantly narrows the road for larger or emergency vehicles (as there are parked cars opposite and there is not enough width for cars to be parked on both sides of the road). The car currently there is displaying a "for sale" sign.
