No lighting no signs for road works

Complaint about the dual carriageway near Imperial Park, past the airport road. At night it is pitch black no lighting, no signs for road works. Caller was on motor bike gone onto dual carriageway – roadworks at end of dual carriageway. Didn’t see any signs. Made emergency brake. The bike hit gravel and hit small concrete barriers there and he came off motorbike, hit barrier. He says he needs to make complaint as nothing visible and no lighting. Also chain come off bike put to one side. Also happened to a Chew valley small van. He asked if driver ok. When guy in the van did it he went over it and into the work site. Tell tale signs at the area. Managed to get the van out properly. Cones around but very dark couldn’t see what was happening.
