Blocked Drain Causing Large Puddle on the Side of The Road

There is a blocked drain which means in bad weather there is usually quite a large puddle on the side of the road. Invariably cars and buses will drive through this either thoughtlessly or on purpose drenching whoever is on the pavement.
It's been like this for some time (>2 years) suggesting it doesn't get any preventative work done on it either.
If you get off at the number 6 bus stop going out of town and turn right as you get off you would walk past the puddle.
