Incorrect discharging.

Sent to Bristol City Council 14 minutes later. FixMyStreet ref: 1211801.
Guttering from building downpipes is discharging onto the highway, not only that but it discharges from a height of about 3meters onto the highway. As far as I am aware this is contrary to highway regulations. I look forward to clarification of this matter.
