Inadequate temporary footpath

As the footpath diversion (necessitated by the collapsed wall outside the Spire hospital) now seems to be a permanent arrangement, a wider and more robust structure is required.
The current temporary path is far too narrow. It is inappropriate for anyone who is not steady on their feet and is not accessible to wheelchairs, or even pushchairs. This forces pedestrians to cross the road in a dangerous place and then expose them to the risks from lorries entering and leaving the Pegasus construction site.
Also, pedestrians who are able to squeeze along this narrow footway are vulnerable to being hit by a barrier, should it be clipped by a passing vehicle.
As usual, Bristol motorists have been given priority over pedestrians and the needs of the less mobile members of our community have been ignored.

Some effort has been made to improve matters, but the arrangements are still not adequate. The barriers have been rearranged slightly (now just about wide enough for a small pushchair) and the sand bags moved to make the barriers a bit more secure. But the path is still not suitable for a wheelchair or a mobility scooter and the barriers are still regularly displaced (by wind, passing cars or vandals), thus blocking the path. To make matters worse, the path is regularly flooded as the drain is blocked.
Apart from the most obvious solution (repair the wall!) the temporary answer is simple - widen the footpath and narrow the road. It should be the vehicles who have to give way and take turns to pass, not the pedestrians. Any such changes would dramatically reduce the risk to pedestrians and have no negative impact on the safety of motorists.
I do not understand why pedestrians, particularly those with mobility challenges, are placed at the bottom of Bristol transport's priorities.

The council declare this as 'fixed'. It is not fixed, certainly not for pedestrians. This morning it was impassable (even for able bodied pedestrians) as, yet again, it was flooded. Even when dry, the area remains dangerous to negotiate in anything other than a vehicle.

This photo, taken on Saturday 7 April 2018, demonstrates Bristol City Council's idea of something being 'fixed'. Note how they have thoughtfully installed a dropped kerb which will allow a wheelchair user to head straight into the barrier. Note how a wheelchair user would then have to somehow swing the chair round and balance one pair of wheels on the narrow bit of path avaliable, the other pair in the flooded road. But note the two sandbags, strategically placed to force the wheelchair user to lift one pair of wheels to avoid them. Also note that, gradually, the path actually disappears forcing the wheelchair user into the road. Also note that the path is not consistent in width - getting into this section is no guarantee that you will get out of it.
This is not fixed. It's fixed for the motorists who zoom up and down all day and night without a problem, often at twice the speed limit.
Also, the drain is still blocked.

It is not fixed, Bristol City Council. This temporary footpath is still dangerous to use and impossible to access in a wheelchair or if pushing a pushchair.

It looks like this so called 'footway' is being slowly removed by stealth. Soon there will be no room for any pedestrians.

Cannot Highways oblige 'Spire' to fix their wall by a certain date? The blockage to vehicular and pedestrian traffic has continued for about a year now. What pressures can be brought to bear on Spire to take responsibility for the disruption that not fixing their wall is causing?
