Illegally parked vehicles

This is becoming totally unacceptable. Yesterday, Saturday at around 11:00 there were 9 vehicles (cars and vans) parked on the pavement, double yellow lines and also across dropped kerbs. I witnessed an elderly gentleman in a motorised wheelchair who was unable to cross due to the dropped kerb being blocked. Surely this is discriminatory against disabled people. Most of these vehicles belong to people who go into the local betting shop. There is major parking issues at this location every day of the week however, Saturday is always the worst. Please can something be done once and for all?
