Blocked Drain/Gully - water pooling

When there is heavy rain the gully outside is always over flowing. So much so, the puddle runs most of that half of the road and the pavement. If driven through, water goes into the garden of the property.

This continues to be bad. It hasn't even rained that much and there is a big puddle. It gets much bigger than I have shown here in the photos but you get the idea. When its really big a wave of water will come over our garden and hit our front door and lounge windows. Its playing russian roulette to leave the house in case we get soaked by a passing car. I have a young baby and I really don't want her getting soaked with filthy road water. In addition whenever it rains I get a nasty drain smell inside the house, and also in the attic, I assume this smell is coming from outside as we have checked all our private drainage and all is well there, so I suspect this gully is also the cause of the smell. As this happens every year (I have lived here 5 years) and I believe this drain has been unblocked before but it never solves the problem so a proper intervention is required to fix this issue once and for all. A simple drain unblock will not suffice.

Hi guys. Its happening again. Floods of water over me putting the recycling out and water ingress in the house. What am I paying my council tax for if the street outside is damaging my property? Please fix it properly this time. Thank you.
