Tables and chairs plus A boards blocking pavement

Once again Cowshed at 44-46 Whiteladies Road are obstructing the pavement with their tables and chairs, A boards, and barriers. I don't believe they have permission to put tables and chairs out on the highway and they certainly shouldn't be annexing half the width of the highway with their barriers.
This area has a very high foot fall, pedestrians should be able to walk past the premises unimpeded.
The position of the A boards do not comply with the council's guidance and the A board next to the zig zag lines is dangerousas it could distract drivers.
I reported this in September 2017 and the council replied `Your enquiry has been passed to the appropriate department who will be in contact with you directly.' This did not happen and the problem was marked as fixed. Well, it hasn't been fixed.

This problem has got worse as larger tables are now being used. See photo taken recently.
Also, A boards are next to edge of kerb leaving only room for one person to get through between the A board and barriers next to the tables.
