Metal man hole cover on a slope

I slipped on the metal man hole cover on this pavement, on a damp morning, fracturing my elbow and badly bruising my hip. I am a fit and active person and believe this cover needs to be replaced with a more suitable gritted surface alternative as it is on a slope and is dangerous when wet or icy: having spoken to other residents they have found it a hazard in the past as well. It is directly outside an old people's residence and is a poyential hazard to residents and visitors.
