Rubbles and barriers creating a big parking and pavement obstruction

This problem has been here for at least a month or two and become more and more annoying. We Are The Curious, Watershed and The Stables are complaining about the situation because of a significative parking obstruction and also, health and safety reasons (pavement).

The rain water flooded in front of pero bridge locate on Harbour side further to millennium square. Upon calling Bristol Council on 30th July 2018, lady mention that's a private land and have to speak with @ Bristol. I have spoken with @ Bristol and they same the same thing as that part is beyond their area and won't cover by them too and mention that cover by Harbour side. I have spoken with them today and got written email that not cover by them too. Can someone assist to resolve this issue at your earliest please.
