Overgrown Hedges Obstructing the Pavement

The hedges of this house and the one next door have been allowed to grow onto the pavement by approx 1 foot. That is taking up over have the pavement. This is unacceptable to people who use the pavement. I have seen people with prams and pushchairs having to go onto the road to pass. What about wheelchair users? This has been reported before and the hedge was cut back by about two inches which meant the hedge was still sticking out by about 10"
