Overgrown hedge at 14 Zetland Road

This hedge has holly and brambles in it, overhangs the pavement so that restricted width is usable. It is made worse by the fact that people park on the double yellow lines while visiting the shops opposite meaning that people are forced out into the traffic to get past. Please can the owner be asked to cut the hedge back to the back of pavement line.
