Buddleia blocking pavement near corner with unnamed lane

Buddleia on corner of Elm Lane and an unnamed alley is blocking pavement and forcing pedestrians into the road. Despite appearing quiet this is a busy road at rush hour, with many speeding cars. It is not clear whether the buddleia is growing out of private land or our of the pavement as it is right on the corner. Please investigate and either cut it down or require the landowner to, as appropriate. Thanks

The Buddleia has been cut but is rapidly growing back. Overall the drive is very overgrown and restricts the view of cars exiting onto Elm Lane and also of pedestrians on the pavement. With numerous children using this route and it being a designated cycleway this could lead to an accident.
