Filter light not working at all

On travelling up Wellington Hill West towards Wellington Hill, the green filter arrow does not come on when you are waiting to turn right onto Kellaway Avenue. This seems to be the case on both sets of lights both right at the junction and over the road (filter light slightly obscured by tree but didn't seem to be coming on).
