Overgrown shubs/bushes in public access alleyway

There is a small public access alleyway behind the flat that I rent. The shrubs/trees had overgrown to the point where I couldn’t exit my garden gate. I’ve already cut them back completely to allow access but there still remains bits I couldn’t cut back and the debris needs removing too. My garden gate opens in to this space before another fenced/gate area in to the alleyway. The cutback shrubs are between the 2 gates.
