Highway drainage system blocked

Hi. I have reported this lots of times previously - getting on for 18 months! There is a compromised highway drinage system at the top end of Blackswarth Road where it meets Church Road. Gulleys here are full of silt and the pipework must also be compromised. BCC have been out to investigate and have marked up with yellow paint highlighting where potential blockages are in the system however no work has actually taken place. i imagine this is in part because it is such a busy and complicated junction to work in. Bristol Water are working there right now. They have four way lights on the go and have closed one lane. Is this not the perfect opportunity to get in there and fix the drainage? i.e. extend Bristol Water's Notice and use the already set up traffic management to get in and do some work. i would be grateful for an actual response rather than 'passed to department'. Thanks
