The problem relates to branches from a tree on the property of 17 Howard Road BS6 7US which overhangs the footpath and the road at the junction of Howard Road and Upper Cranbrook Road. The public nuisance caused is that the branches obstruct the street lighting by streetlamp number 3 from illuminating the footpath and road for pedestrians and motorists at this crossing junction. The night time photos attached, illustrate that there is a pool of darkness at this crossing point, directly under the streetlight, due to the tree branches obscuring the streetlight from illuminating both the footpath and the road. The result is that the council is expending street lighting cost, to illuminate the canopy of this tree. Whilst the tree is on private property, it extends over the public highway.
