Lane neglected and blocked by overgrown shrubbery from No.219 back garden

There is a small lane between a small cul-de-sack off Dundridge Lane (Opposite Valma Rocks) that leads to Furnwood. Used regularly as a dog walker, I don't think it's ever been cleared out by the council. Effectively it's full of litter, weeds, overgrowth, one of the residents has a considerable 'bush' in one of the gardens that leads on to the lane (I think it's 219), which now has taken over their fence and is pushing the fence into the lane with the bush almost taking over, a few residents and I pruned it back last year but it needs to be sorted. Can you have a look at clearing the lane and possibility the neglected growth? Or at least ask the residents to clear it as it' a nuisance. Cheers.
