Surplus cobblestones and paving slabs remaining

Earlier this year a developer finished work on creating a new dwelling adjacent to Maycroft Cottage. Part of the work involved digging out and relaying cobblestones.
A pile of cobblestones and 3 paving slabs remains on the street, on North side of Highbury Villas (left hand side when coming from St. Michael's Hill and facing the double-gates at far end.
I'm assuming these belong to the council (since they were originally on the street) and will be of use elsewhere.
Can they be collect please.
