Cars parked on fouble yellow lines causing obstruction

Between 08:30 and 09:00 and again between 15:00 and 16:00 parents ant taxi drivers routinely park on double yellow lines and pavements at the rear gates of the Belgrave School. The road is already narrow and this parking causes havoc and has already resulted in parked cars being hit as drivers try to squeeze through the illegally parked vehicles. This issue occurs daily, yet I have never seen a parking enforcement officer in the area during these periods. Drives and garages are blocked and the perpetrators seem to think it is there right to park at the school gates and on double yellow lines. The school seems to do nothing to discourage this parking mayhem. PLEASE HELP.
