Garden waste and rubbish

I don't know whether the path that links Wesley Close, Wineberry Close, Thurston's Barton and Gordon Avenue is public or private. Around 119 Gordon Road there is a new garden fence, what looks like the remains of an old hedge has been dumped on the gravel path leaving mud to walk on. The footpath down the side of the house has a lot of rubbish. I have seen people from the direction of Thurston's Barton dumping it in the past.
