Sunken Drain Cover causing pothole

The drain grill has sunken pulling the tarmac down causing a relatively large pothole. This is also unavoidable in a car due to the narrow nature of the road and no way of avoiding it if there is an oncoming car. It has damaged my alloy twice now even after slowing to around 10mph.
