No drop kerbs for wheelchair users

I frequently see a wheelchair user trying to access the pavement on this route that is parallel to the M 32. There is no drop kerb opposite the building site, where the kerb starts. The wheelchair user is forced to use the cycle lane. The route can be busy with traffic. They should be able to access the pavement more easily.
