Cordoning off, day and night, public car space for private purposes - HMO at 15, Ashgrove Road, BS6 6NA, Redland, Bristol

A tenant at 15 Ashgrove Road (HMO), BS6 6NA, Redland keeps reserving their 'private car park' space in Westfield Park, pay & display area, by cordoning off an area, near their entrance. This happens during the day and the night. Please see the attached photos, showing the involved car. This behavior has been going on for months. Is it legal that a public space is cordoned off for personal usage, on an ongoing basis? Is it fair? This issue has already been raised to the Council in the past but nothing happened so far.
