Tree stump makeing path uneven

The tree was cut down outside my property 8 years ago.and nothing has been done to remove it .where it is has made the pavement so uneven and damaged over the years.i have a disabled son who has fallen with his frame trying to walk on the path where it is.it really needs to be removed if possible it is a hazard to anyone trying to walk on it.It has a stone kurb around it which is very uneven and dangerous.i cannot take photos as i have no phone or camera.It really need someone to come and take a look at it.
