Badly buckled tarmac, part of pedestrian area between driveways

This is a triangle of tarmac on Council land, bordered by two driveways of 28 & 29 Chelvey Close. It has been badly damaged (cracked/buckled) by frost and subsequently by people driving over the area to park illegally. This has been in this state for at least 1 month.
