Remove disabled parking bay

Disabled parking bay - but not used by disabled person, no badge, is example of many disabled bays added in this area but never seem to be removed when the disabled person no longer lives there, so it becomes the personal parking space of the person who lives next to it. Parking in the area is at a premium.
