Light not working at night

This street light outside 5 Albermarle Row isn’t coming on at night. Please note this lamp has a black out piece of plastic inside it to reduce the amount of light going into the bedrooms of this property number 5. Please ensure this remains or if a new lamp is installed, a similar device is installed to prevent light pouring into number 5. Many thanks!
